VII. <br /> <br />COMMENTS: Virginia Code Section 46.2-752.G authorizes the <br />enforcement of valid decals and Section 46.2-102 provides that, <br />when enforcement is by the State Police, fifty percent of the <br />revenue collected shall be retained by the locality and fifty percent <br />remitted to the Department of State Police. Though some local <br />revenue is lost, hopefully more enforcement will take place <br />resulting in more citizens paying their personal property taxes and <br />purchasing valid decals. We recommend that Council authorize <br />this request to the Virginia State Police for their assistance. <br /> <br />Consider a review of the City's Employee Manual as prepared by <br />the Human Resources Division. <br /> <br />COMMENTS: Mrs. Iris Read, Human Resources Manager, will be <br />available to answer any questions City Council may have regarding <br />this Manual for City employees under the jurisdiction of the City <br />Manager. <br /> <br />Consider, in Closed Session, in accordance with the Code of Virgi- <br />nia, Chapter 21--Freedom of Information Act, Section 2.1-344(A)-- <br />Executive or Closed Meetings, the following: <br /> <br />A.
