May 16, 2000

6) Consultants - The conception of citizens is that we use too
many, too often, for unnecessary issues. Council should call for the
use and costs of consultants."

Council Member Haskell stated, "All of these are very important issues and require
thoughtful attention. I'm not prepared to act tonight. I ask that we defer it tonight and
take action in the context of the budget process." Vice Mayor Teague stated, "We've
had the elements of a manpower study. We need to look at areas once funded by the
State and Federal governments that the City pays for now. My focus on the budget is a
concern for fund balances." Council Member Dallas stated, "We should never leave out-
programs to improve human life. This would decrease costs. The smallest
election costs at least $5,000.00"

Ronnie Minter, Commissioner of the Revenue, stated, "1 don't foresee any more
responsibilities put on my efficient staff. My advertising line item is increased just
because it's expensive to advertise. Mileage reimbursement has decreased because
the City Manager was able to locate unused City vehicles. Also, I need names of willing
