May 16, 2000 <br /> <br />A work session meeting to review the Fiscal Year 2000-2001 Proposed Budget of <br /> <br />the Council of the City of Martinsville, Virginia, was held on May 16, 2000, in Council <br /> <br />Chamber of the Municipal Building, beginning at 5:39 P. M., with Mayor Mark Crabtree <br /> <br />presiding. Council Members present included: Mark A. Crabtree, Mayor; M. Gene <br /> <br />Teague, Vice Mayor; and Council Members Bruce H. T. Dallas, Elizabeth H. Haskell, <br /> <br />and Terry L. Roop. <br /> <br />Mayor Crabtree stated, "1 remind everyone that we're doing our fiduciary <br /> <br />responsibility. We're looking hard at the proposed budget, and it will be a long process." <br /> <br />Council Member-elect J. Ronald Ferrill stated, "This is all new to me and will be a <br /> <br />learning process. I commend the City Manager and Finance Director. I am concerned <br /> <br />about relying on funds that may not materialize. I feel that citizens may be prepared to <br /> <br />do without some services for a while. Restructuring may be necessary." <br /> <br />Council Member Roop stated, '1 have concerns brought to me by citizens on a <br /> <br />regular basis. Most of them .are budget-related. I've heard no complaints on specific <br /> <br />services or departments. We need to look at the following: <br /> <br />1 ) Too many City employees - There is a need for a manpower <br />study. Council should consider directing the City Manager to do so <br />and report back to Council. <br />2) Programs - There is a need for a detailed study of policies and <br />procedures. <br />3) Policy - Council needs to be familiar with and should receive <br />personnel policies and all others effecting Council. <br />4) Career Development Program - Employees need to know <br />expectations. We need to compare pay and benefits to other <br />organizations. We need to emphasize merit, achievement, and <br />longevity. Council should consider directing the City Manager to <br />study the need for a Career Development Program. <br />5) Residency Requirements - I don't think citizens think we <br />responded before. Requirements would not necessarily be for all <br />employees but at least for department managers in career <br />positions. <br /> <br /> <br />
