May 16,2000

citizens to serve on the Equitation Board." Council Member Haskell asked, "How many
localities prorate at the time of sale?" Earl B. Reynolds, Jr., City Manager, replied,
"40%."

Ashby Pritchett, Clerk of Circuit Court, stated, "State funding for me should be
76%; I've been operating with 24% City-funds for the past three years. Records are
now available through the website. Under State law, i can charge for access or
advertising. This, then, may be revenue-generating."

Robert Foster, Director of Juvenile & Domestic Relations Court Service Unit;
stated, "We've experienced a significant increase in usage, thereby increasing the
costs. This is due to an increase in concern for public safety and juvenile crime. We
use as much electronic monitoring as possible. If we have to use the W. W. Moore
facility, we pay $70.00 per day, as opposed to an average of $99.00 per day at other
facilities."

Steve Draper, Sheriff, stated, "The good news is that the jail population has
decreased to an average of 102 inmates per day. The bad news is the State is cutting
three positions. Our current overtime line item is high because we've bought back
compensatory time and assisted the Police Department with events, such as ballgames
and the Christmas Parade. The increase in service contracts is due to the new Lifescan
machine. I would, also, like to ask that the former Social Services building be
considered as temporary housing for my department." City Manager Reynolds replied,
"There's no problem with it." Council Member Roop asked, "How many City employees
do you have?" Sheriff Draper replied, "Four in the jail and one in the Court." Council
Member Haskell stated, "lt's in our best interest to build a new jail, just not this year."
