-§ 19-14 'MARTINSVILLE CODE <br /> <br />(5) days' notification in writing by the director of public works, fail or refuse to comply with <br />the provisions of!this section shall be deemed guilty of a violation of this section. <br />(Code 1971, §115-24) <br /> <br />Sec. 19-15~ Sidewalk openings for coal or other fuel. <br /> <br /> (a) No opening in a sidewalk for fuel or a coal hole shall exceed eighteen (18) inches in <br />diameter. Such opening shall be covered with a substantial metal cover with a rough surface <br />placed flush with the surface of the sidewalk. Such fuel or coal holes shall be constructed in <br />accordance with plans approved by the director of public works and shall not be constructed <br />until a written permit shall have been obtained from the director of public works. <br /> <br /> (b) The owner or occupant of any building, the fuel or coal hole to which does not conform <br />to this section, or the owner, user or lessor of any such fuel or coal hole, who shall, after <br />notification by the director of public works, fail or refuse to comply with any provision of this <br />section, shall be deemed guilty of a violation of this section. <br />(Code 1971,! § 15-23) <br /> <br />Sec. 19-16.: Sidewalk openings to be kept closed. <br /> <br /> Every cellar, vault, areaway or fuel or coal hole opening in a sidewalk shall be kept closed <br />and the cover thereof securely fastened, except when the same is actually in use by some <br />person immediately attending the same, or unless it is securely barricaded. The owner or <br />occupant of the building shall be responsible for any violation of this section and for any <br />damage to persons or property caused by such opening. <br />(Code 1971, § 15-23) <br /> <br />Sec. 19-17. Uncovering sidewalk opening so as to endanger users of sidewalk. <br /> <br /> It shall be unlawful for any person to 'wilfully or maliciously open or cause to be opened <br />any cellar, vault, areaway or fuel or coal hole opening in a sidewalk, whereby the safety of <br />users of the sidewalk is endangered. Any person who violates this section shall be liable for <br />any damage or injury resulting from such violation. <br />(Code 1971, § 15-23) ' <br /> <br />Sec. 19-18. Drainage of water onto street or sidewalk generally. <br /> <br /> (a) No water from any lot, gutter or spout shall be permitted to flow across the sidewalk <br />of any street, except in a Covered drain, the flow of which shall not be above the surface of such <br />sidewalk. Such drain shall be of sufficient capacity to convey the water to be discharged by it <br />and shall be built and kept Open and in good repair by the owner or occdpant of the premises <br />from which it proceeds. <br /> <br /> (b) No water from any lot shall be permitted to fl0w upon or' across any street or public <br />land which results in the depositing of trash, silt or debris upon such street or public land. <br /> <br /> (c) It shall be un!a=wful for any person to fail to CorreCt any Condition ~prohibited in this <br />section, when required to do so by notice from the director of public works.
