STREETS AND SIDEWALKS <br /> <br />§ 19-14 <br /> <br />extend across the line of. the sidewalk or public right-of-way or which obstruct the vision of <br />motorists or pedestrians at such intersection so as to create a hazardous condition. It shall be <br />unlawful and a Class 4 misdemeanor for any person to violate this section after due notice <br />from the city manager. <br />(Code 1971, § 15-10): <br /> Cross reference--Penalty for Class 4 misdemeanor, § 1-11. <br /> <br />Sec. 19-12. Defacing, removing or obstructing street signs or monuments. <br /> <br /> (a) No person shall wilfully deface, remove or displace any street sign or monument <br />marking the street lines or city boundaries. <br /> <br /> (b) It shall be unlawful for any person to place, stow or keep any merchandise, building <br />material or other object or material so as to obstruct the view of, or interfere with the use of, <br />any street sign, at any time. <br />(Code 1971, § 15-21) <br /> Cross reference--Damaging certain traffic signs, § 12-72. <br /> <br />Sec. 19-13. Deposit of leaves on streets. <br /> <br /> It shall be unlawful and a Class 4 misdemeanor for any person to rake, deposit or place <br />leaves in or on any street, alley or other public property within the city, without first having <br />obtained the consent thereto of the director of public works. This section shall not prohibit the <br />placement of bagged leaves at the curb for pickup by the city as a part of its leaf collection <br />service. <br /> Cross references--Penalty for Class 4 misdemeanor, § 1-11; littering streets, § 18-1. <br /> <br />Sec. 19-14. Sidewalk openings for cellars or areaways. <br /> <br /> (a) No 'entrance to a cellar, basement or areaway through a new hole or opening in a <br />sidewalk shall be permitted. <br /> <br /> (b) Every cellar or areaway which opens in a sidewalk and which is not covered by doors <br />shall have such opening covered with substantial metal grating, rough surface metal or metal <br />and glass, which shall be approved by the director of public works and shall be flush with the <br />pavement. No such opening to any existing cellar or areaway shall be recovered, repaired or <br />renewed, except with such material and in such manner as herein required. <br /> <br /> (c)-The entrance to every cellar which' opens in a sidewalk, and which opening is not <br />covered in the manner above mentioned, shall, if the area exceeds four (4) square feet, be <br />covered with .two (2)doors of equal width, without joints, and so constructed when closed that <br />they .shall be flush With the pavement, and when open they shall each stand upright at right <br />angles to the pavement, and shall be held in such position by connecting bars or chains at the <br />end of the doors nearest the curb line. No cellar door shall be allowed to fall back or lie fiat <br />upon the street or sidewalk. <br /> <br /> (d) The owner and occupant of any house or other building where the entrance or opening <br />to a cellaror are~way does not conform to the requirements of this section who shall, after five <br /> <br />1127 <br /> <br /> <br />
