§ 17-26 MARTINSVILLE CODE <br /> <br />Sec. 17-26. Photographs of applicant. <br /> <br /> An application for a solicitor's permit shall be accompanied by two (2) satisfactory photo- <br />graphs of the applicant. One of the photographs shall be attached to the solicitor's permit~ if it <br />is issued, and the other shall be retained by the chief of police. <br />(Code 1971, § 14-4) <br /> <br />Sec. 17-27. Fee. <br /> <br /> An application for a solicitor's permit shall be accompanied by a receipt from the city <br />treasurer indicating that the applicant has paid a fee in the amount of ten dollars ($i0.00). <br />Such fee shall be for the purpose of covering investigation costs and shall not be returned to <br />the applicant if the permit is refused. <br />(Code 1971, § 14-5) <br /> <br />Sec. 17-28. Not to be issued for fifteen days; investigation. <br /> <br /> No solicitor's permit shall be issued until the application therefor has been on file with <br />the chief of police for a period of fifteen (15) days. During such time, the chief of police shall <br />make such investigation as may be determined necessary. <br />(Code 1971, § 14-6) <br /> <br /> Sec. 17-29. Issuance or denial. <br /> <br /> (a) UpOn the ascertainment by the chief of police that the information contained in the <br />application filed under this division is true and correct, that no grounds'exist for the denial of <br />a permit and that the applicant has agreed to'abide by all of the terms and conditions of this <br />article and the other ordinances and laws of the city, the chief of police shall issue the <br />applicant a solicitor's permit. <br /> <br /> (b) The chief of police shall refuse to issue a solicitor's permit to any person who has used <br />any false statements or fraudulent misrepresentations in any prior solicitation in this city or <br />in any other locality; to any person who has made any false statements or misrepresentations <br />in his application for a permit; to any person who is unable to substantiate or verify the facts <br />about himself or the person he represents; and to any person who has failed to deliver any <br />goods or merchandise ordered or to perform any services offered or to make proper refunds to <br />customers at any time in the past. <br /> <br /> '(c) The chief of police shall refuse to issue a solicitor's permit to any person who has <br />previously had his solicitor's permit revoked or has been guilty of conduct justifying revoca- <br />tion of his permit, unless the chief of police finds that the applicant is unlikely to engage in <br />such prohibited conduct in the future. <br /> <br /> (d) The chief of police shall refuse to issue a solicitor's permit to any person who has been <br />convicted of a felony or a misdemeanor involving moral turpitude, unless more than five (5) <br />years have elapsed since such conviction, such conviction did not represent a crime against <br />the person, fraud or a sexual offense, and the chief of police finds that the applicant is unlikely. <br /> <br />1016 <br /> <br /> <br />
