Any person involved or injured in a traffic accident, or his attorney or any authorized representative of any insurance carrier, may obtain a photographic copy of the accident report and any photographs taken by the investigating officer, upon payment of a fee determined by the chief of police to cover the cost of such copy. Office established; appointment; general powers and duties. (a) There shall be a traffic engineer, who shall be appointed by the director of public works and who shall exercise the powers and duties provided in this.. chapter and. other ordinances of the city. (\ (a) The traffic engineer shall place and maintain or remove traffic-control sigris?_sign9~s and other devices, determine the. proper timing of traffic-control devices, and determine the hours and days'duri'ng which ariy traffic-control device shall be'in oPeration.oreffect. He may place and maintain such traffic-control devices as he may deem nec~ssary to regulate t~affic under the traffic ordinances of the c::ity and under state law, to regulate, warn or guide traffic. (b) The traffic engineer is authorized to erect and ~aintain s).lch appropriate signs, markers, semaphores, signals or other devices as may be deemed necessary by him to enforce . the rules and regulations made and promulgated by him to' regUlate and control' vehicular traffic and travel upon :highways by pedestrians and 'to execute the provisions of this chapter.
