General powers and duties relative: to' .traffic-control signs, 'signals and <br />deVices. <br /> <br />(\ <br /> <br />(a) The traffic engineer shall place and maintain or remove traffic-control sigris?_sign9~s <br />and other devices, determine the. proper timing of traffic-control devices, and determine the <br />hours and days'duri'ng which ariy traffic-control device shall be'in oPeration.oreffect. He may <br />place and maintain such traffic-control devices as he may deem nec~ssary to regulate t~affic <br />under the traffic ordinances of the c::ity and under state law, to regulate, warn or guide traffic. <br /> <br />(b) The traffic engineer is authorized to erect and ~aintain s).lch appropriate signs, <br />markers, semaphores, signals or other devices as may be deemed necessary by him to enforce <br />. the rules and regulations made and promulgated by him to' regUlate and control' vehicular <br />traffic and travel upon :highways by pedestrians and 'to execute the provisions of this chapter. <br /> <br />(c) All traffic"<;:ontrol signs, signals anddevic~s erec.ted and maintained pursuant to this <br />chapter shall conform to the Virginia Manual of Uniform Traffic-Control Devices for Streets <br />and Highways, approved by the state highway commisSion or resolution adopted by the city <br />. council.
