Date of payment. <br /> <br />The director' of finance is authorized to fix a date for the payment by the city of claims <br />made a.gainst it, for supplies, materials, equipment, services and the like and all persons <br />having legal claims against the city shall be paid on such date, unless otherwise provided. <br />(Code 1971, ~ 6-30) <br /> <br />Sec. 2-78. Method of payment. <br /> <br />The payment of all invoices, payrolls and accounts due by the city shall be made by means <br />of checks prepared and countersigned by the director of finance, made payable to the vendor or <br />employee, drawn on the bank designated by the city treasurer and signe.by the treasurer, <br />and in an amount not in excess of the amount of the invoice or payroll, after deductions or <br />discounts and other credits have been made. Notations as to date paid and by check number <br />shall be made on the invoices and payrolls and distribution of copies of such invoices or <br />payrolls shall be made in accordance with rules established by the director of finance. <br />(Code 1971, ~ 6.35) <br /> <br />0- <br /> <br />Sec. 2-79. Deduction of amounts due city . <br /> <br />Any amount due the city by any person may be deducted and withheld by the director of <br />finance from any amount payable by the city to such person. <br />(Code 1971, ~ 6-36) <br /> <br />Secs. 2-80-2-89. Established; appointment of director. <br /> <br />There shall be a department of public works for the city, the head of which shall be the <br />director of public works, who shall be appointed by'the city manager. <br />(Code 1971, ~ 13-1) <br /> <br />Sec. 2-91. Qualifications of director. <br /> <br />The director of public works shall have extensive administrative and professionalengi- <br />neering experience, specifically as it relates to public works operations.
