/"'-'\1 ADMINISTRATION ~ 2-91 Sec.. 2-77. Date of payment. The director' of finance is authorized to fix a date for the payment by the city of claims made a.gainst it, for supplies, materials, equipment, services and the like and all persons having legal claims against the city shall be paid on such date, unless otherwise provided. (Code 1971, ~ 6-30) Sec. 2-78. Method of payment. The payment of all invoices, payrolls and accounts due by the city shall be made by means of checks prepared and countersigned by the director of finance, made payable to the vendor or employee, drawn on the bank designated by the city treasurer and signe.by the treasurer, and in an amount not in excess of the amount of the invoice or payroll, after deductions or discounts and other credits have been made. Notations as to date paid and by check number shall be made on the invoices and payrolls and distribution of copies of such invoices or payrolls shall be made in accordance with rules established by the director of finance. (Code 1971, ~ 6.35) 0- Sec. 2-79. Deduction of amounts due city . Any amount due the city by any person may be deducted and withheld by the director of finance from any amount payable by the city to such person. (Code 1971, ~ 6-36) Secs. 2-80-2-89. Reserved. ARTICLE VI. DEPARTMENT OF PUBLIC WORKS* Sec. 2-90. Established; appointment of director. There shall be a department of public works for the city, the head of which shall be the director of public works, who shall be appointed by'the city manager. (Code 1971, ~ 13-1) Sec. 2-91. Qualifications of director. The director of public works shall have extensive administrative and professionalengi- neering experience, specifically as it relates to public works operations. He shall be a gradu- ate of a recognized college or university with a major in civil engineering or have an equiva- lent combination of training and experience to carry out the responsibilities of this office.
