No purchase order shall be required for <br />contractual services involving the issuance ofa contract on a competitive bid basis, but such <br />contract shall be approved by the city manager. The purchasing agentshaUbe respoIlsible for <br />securing such coon,petitiwe bids on the hasis of specifications developed in cooperation with the <br />iuiitl;g de;pa:rt.ment. <br /> <br />(b) Upon receipt of a properly executed requisition from a department, the purchasing <br />agent shall determine whether to proceed with the small purchase procedure (purchase of not <br />more than $100.00), formal advertising (ordinarily required if the purchase exceeds $10,000.00), <br />competitive negotiation or noncompetitive negotiation. <br />(Ord. of 7-28-81, ~ 6-24) <br /> <br />Sec. 2-58. Preference to city suppliers. <br /> <br />The purchasing agent shall give preference, insofar as practicable, to materials, supplies <br />and equipment produced or sold by persons whose places of business are located in the city, <br />provided no concessions are made as to the requirements of price, standards and delivery. <br />(Ord. of 7-28-81, ~ 6-26) <br /> <br />Sec. 2-59. Competitive bidding. <br /> <br />When purchases are made through competitivehidding, the contract shall be let tothe <br />lowest responsible bidder, taking into consideration the quality of the articles or services <br />proposed to be supplied, their conformity with specifications, the purpose for which required, <br />the time of delivery, discounts, transportation costs and life-cycle costs. Bids shall be received <br />only in accordance with specifications provided by the purchasing agent. All bids may be <br />rejected. Each bid with the name of the bidder shall be entered of record, and each record, with <br />the successful bid indicated, after the letting of the contract, shall be open to public inspection. <br />When bids have been accepted, the purchasing agent, at his ,discretion, may require of the <br />successful bidder abond payable to the city, with good and sufficient surety, conditioned that <br />he will fully, faithfully and accurately execute the terms of the contract into which he has <br />entered. The bond shall be filed in the office of the purchasing agent. <br />(Ord. of 7-28-81, ~ 6-24) <br /> <br />.~\. <br /> <br />Sec. 2-60. Certification of director of finance as to availability of funds. <br /> <br />Except in an emergency, no order for delivery on a contract or purchase order for supplies, <br />materials, equipment or contractual services for any city department shall be awarded until <br />the director of finance shall first have certified that an unencumbered balance in the appro- <br />priations concerned, in excess of all unpaid obligations, is sufficient to defray the cost of such <br />order. <br />(Ord.of7-28-81, ~ 6-24) <br /> <br />Sec. 2-61.
