Purchasing department generally. <br /> <br />There shall be a purchasing department for the city, the head of which shall be the <br />purchasing agent. <br />(Ord. of 7-28-81, ~ 6-20) <br /> <br />Sec. 2-54. Supervision, control and bond of purchasing agent. <br /> <br />The purchasing agent, his office and staff, shall- be under the general supervision and <br />control of the city manager. The purchasing agent shall give bond for the faithful performance <br />of his duties in a sum and with surety approved by the council. <br />(Ord. of 7-28-81, ~ 6-21) <br /> <br />r"\ <br /> <br />Sec. _ 2-55. General powers and duties of purchasing agent. <br /> <br />The purchasing agent shall advise and assist the city manager in the formulation of <br />policies and procedures in connection with the purchasing activities of all supplies and <br />contractual services needed by any using city department. He shall also be in charge of, and <br />responsible for, the operation of the central city warehouse and storerooms and shall perform <br />such other duties as may be assigned to him by the city manager. <br />(Ord. of 7.28-81, ~ 6-22) <br /> <br />./ <br /> <br />Sec. 2-56. Conflict of interests. <br /> <br />No officer or employee of the city, or any member of his immediate family, shall have any <br />financial or other interest, either directly or indirectly, in any contract, purchase or purchase <br />order for any supplies, materials, equipment or contractual services used by or furnished to <br />the city, nor shall any such officer or employee accept or receive, directly or indirectly, from <br />any person to whom any contract is awarded or from whom any purchase is made, by rebate, <br />gift or otherwise, any money or other thing of value whatsoever, or any promise or obligation <br />for future reward or compensation. General procedure. <br /> <br />(a) No obligations for goods, materials, - supplies, equipment or contractual services for <br />any purpose may be incurred by any department under the jurisdiction of the city manager, <br />without the issuance of a purchase order, contract, or both; provided that, neither shall be <br />required for materials and supplies or contractual services such as various allowances to city <br />employees, advertisements and public notices, court costs, employee membership dues and <br />subscriptions, postage, insurance premiums, utilities and communications, travel expenses, <br />meals for emergency crews and goods or services u~der formal contract or personal services <br /> <br />157 <br />
