<br />~ 2-39 <br /> <br />MARTINSVILLE CODE <br /> <br />.......-...., <br /> <br />Sec. 2-39. Publication of budget synopsis and notice of hearing; hearing. <br /> <br />A brief synopsis of the budget, tentatively approved by the council as provided in section <br />2-38, shall be published in a newspaper having general circulation in the city and notice given <br />of one or more public hearings, at least seven (7) days prior to the date set for the hearing, at <br />which hearing any citizen of the city shall have the right to attend and state his views on the <br />budget. <br />(Code 1971, ~ 6-16) <br /> <br />Sec. 2-40. Adoption of budgets and revenue ordinances; transfer of funds. <br /> <br />After the hearing provided for in section 2-39, the council shall adopt all budgets for the <br />ensuring budget year, as well as such ordinances providing for additional revenue as may be <br />necessary to balance the budgets. This adoption shall be made on or before June 30 in each <br />year. From the effective date of the budget, the several amounts stated therein as proposed <br />expenditures approved by the council shall be and become appropriated to the several objects <br />and purposes therein named; however, upon authorization of the city manager, the director of <br />finance, during the budget year, shall transfer any unencumbered balance, or portion thereof, <br />in any fund budget from one classification of expenditure to another within the same <br />department, board, commission, office or agency and, for this purpose, each of the utilities of <br />the city shall be deemed to be separate departments. /_, <br />(Code 1971, ~ 6-17; Ord. Availability of copies of budgets. <br /> <br />The director of finance shall have the budgets, as finally adopted, and sufficient copies, or <br />appropriate portions thereof, made available for the use by those offices, departments and <br />agencies of the city subject to budgetary control. <br />(Code 1971, ~ 6-17) <br /> <br />Sec. 2-42. Additional appropriations. <br /> <br />Appropriations, in addition to those adopted by the council on or before June fifteenth for <br />the ensuing budget year, may be made by the council on recommendation of the city manager <br />only if the director of finance certifies that there is available an unencumbered sum available <br />for transfer or an unappropriated and unencumbered sum sufficient to meet such contem- <br />plated appropriations; provided, that the provisions of this section shall not apply where there <br />exists a public emergency threatening the lives, health or property of the inhabitants of the <br />city but the ordinance making such appropriations shall contain a clear statement of the <br />nature and extent of the emergency. <br />(Code 1971, ~ 6-18) <br /> <br />Secs. 2-43-2-52.
