January 25,2000 <br /> <br /> Council considered adoption of a Resolution on a TEA-21 Transportation <br />Enhancement Act application for Phase IV funding for a multi-purpose trail connection <br />to link J. Frank Wilson park and the proposed Virginia Museum of Natural History to the <br />Uptown Rail Trail project. David Reeves stated, "This project is federally-funded and <br />managed by VDOT [Virginia Department of Transportation]. The first three stages <br />included designating the old depot at Franklin and Liberty Streets as the Welcome <br />Center. The old right-of-way will be built into a trail for pedestrians and bicyclists. <br />Phase IV provides an extension to the intersection of Church Street, Church Street <br />Extension, and Oakdale Street. The projected completion date is January 2002." <br />Council Member Roop asked, "What is the cost of Phase IV?" Mr. Reeves replied, "The <br />budget is $250,000." Mayor Crabtree declared the Public Hearing open. Lafayette <br />Jones, of 501 Second Street, asked, "Have security issues been taken into <br />consideration?" Mr. Reeves replied, "The Phase IV budget includes street lighting of <br />fifteen poles, twelve feet high." Michael Rogers, Chief of Police, added, "We'll place a <br />lot of emphasis on increased patrolling." Debbie Hall, Executive Director of the <br />Martinsville Uptown Revitalization Association, stated, "This would be a tremendous <br />boost to the area." Mayor Crabtree declared the Public Hearing closed. Council <br />Member Haskell moved to adopt the following resolution; the motion was duly seconded <br />and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - <br />Crabtree, Dallas, Haskell, Roop, Teague; Nays (0)- None: <br /> <br /> WHEREAS, in accordance with Commonwealth Transportation <br /> Board construction allocation procedures, it is necessary that a <br /> request by resolution be received from-the local government or <br /> state agency in order 'that the Virginia Department of Transportation <br /> program funds for an enhancement project in the City of <br /> Martinsville; and <br /> <br /> <br />
