62 <br /> <br />February 22, 2000 <br /> <br />define their roles and relationships in administering their <br />responsibilities under the Act; and <br />WHEREAS, the Act requires the Chief Elected Official (County <br />Board Chair/City Mayor) or his/her designee to perform several <br />duties which assure local government control over the Local Plan <br />adopted in our Workforce Development Area; and <br />WHEREAS, the Counties and Cities in this Workforce Investment <br />Area need to adopt a formal Consortium Agreement between them <br />for filing with the Governor; now, therefore, <br />BE IT RESOLVED by the Council of the .City of Martinsville, <br />Virginia, in regular session assembled February 22, 2000, that the <br />Mayor is hereby authorized to execute the "CHARTER CHIEF <br />LOCAL ELECTED OFFICIAL CONSORTIUM AGREEMENT" of the <br />West Piedmont Workforce Investment Area under the Workforce <br />Investment Act (P.L. 105-220) which is attached hereto and made a <br />part hereof. <br /> <br />Council considered a request by the West Piedmont Planning District <br /> <br />Commission for approval of the City's Highway Projects Priority list for inclusion in their <br /> <br />Annual Regional Highway Transportation Projects Priority List for 2000-2001. Council <br /> <br />Member Roop moved to approve the list, as prepared and presented by the City <br /> <br />Manager; the motion was duly seconded and carried by the following vote, with all <br /> <br />members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Haskell, Roop, Teague; Nays <br /> <br />(0)- None. <br /> <br />Wade Bartlett, Director of Finance, presented the Financial Report for month <br /> <br />ending January 31,2000.
