61 <br />February 22, 2000 <br /> <br />At the conclusion of this Closed Session, each member of the Authority certified <br /> <br />that (1) only public business matters exempt from open meeting requirements were <br />discussed in said Closed Session; and (2) only those business matters identified in the <br /> <br />motion convening the Closed Session were heard, discussed, or considered during said <br /> <br />Session. Upon return to Open Session, the Authority took no action. <br /> There being no further business to come before the Authority during their <br />meeting, upon motion by Vice Chairman Teague, duly seconded, by unanimous vote, <br />Chairman Crabtree declared the meeting adjourned at 10:33 P. M., and City Council <br /> <br />reconvened. <br /> <br />Council considered a Resolution authorizing the Mayor to execute the Charter <br /> <br />Chief Local Elected Official Consortium Agreement of the West Piedmont Workforce <br />Investment Area under the Workforce Investment Act between the Counties of <br /> <br />Pittsylvania, Henry, and Patrick, and the Cities of Martinsviile and Danville. Vice Mayor <br />Teague moved to adopt the following Resolution; the motion was duly seconded and <br />carded by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, <br /> <br />Dallas, Haskell, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, the Congress of the United States adopted Public Law <br />105-220--the Workforce Investment Act, to replace the Job <br />Training Partnership Act (JTPA); and <br />WHEREAS,.' the purpose of this Act is to: streamline services <br />through a One Stop service delivery, empower individuals through <br />information and access to training resources, provide universal <br />access to core services, increase accountability for results, ensure <br />a strong role for Local Boards and the private sector in the <br />workforce investment system, facilitate State and local flexibility <br />and improve youth programs; and <br />WHEREAS, the Act and State regulations adopted by the Governor <br />under the Act allows the jurisdictions within a Workforce <br />Development Area to enter into a "Consortlure Agreement" to <br /> <br /> <br />
