60 <br /> <br />February 22, 2000 <br /> <br /> subdivision of affordable single-family homes on the R.P. <br /> Thomas parcel; and <br />· $3,295 for prototype affordable housing designs that can be <br /> constructed and marketed in this area; and <br />WHEREAS, the preparation of said engineering reports, plans, and <br />designs are CDBG-eligible planning activities; and <br />WHEREAS, the City will commit $3,500 in additional local funds <br />toward the planning study for a total planning project of $69,695; <br />now, therefore, <br />BE IT RESOLVED by the Martinsville City Council on the 22nd day <br />of February, 2000, that: <br />1. The City Manager, as the Chief Administrative Official 'of the <br />City of Martinsville, is hereby authorized to undertake the <br />preparation of a Competitive Planning Grant application for filing <br />with the Virginia Department of Housing and Community <br />Development on or before the March 8, 2000 deadline. <br />2. The City Council of Martinsville, Virginia hereby requests the <br /> Virginia Department of Housing and Community Development to <br /> consider said application, the program described therein being <br /> in accord with the regulations, use and expenditures of Planning <br /> Grant funds. <br />3. The City Manager, as the Chief Administrative Official of the <br /> City of Martinsville, is hereby authorized to execute a Planning <br /> Grant Agreement between the City and the Virginia Department <br /> of Housing and Community Development, should this project <br /> receive funding. <br /> <br />Council recessed at 9:27 P. M., and convened as the Martinsville <br /> <br />Redevelopment and Housing Authority. <br /> <br />The Authority considered the need to meet in Closed Session. In accordance <br /> <br />with Section 2.1-344 (A) of the Code of Virginia (1950, and as amended) and upon <br />motion by Authority Member Dallas, duly seconded, and by unanimous recorded vote, <br />the Authority convened in Closed Session, for the purpose of discussing the following <br /> <br />matters: <br /> <br />A. Possible disposition of publicly-held real property, as <br /> authorized in Subsection 3. <br /> <br /> <br />
