59 <br />February 22, 2000 <br /> <br />Mr. Whitlow announced that a kick-off to the Rails to Trails" project would be held <br /> <br />on Thursday, February 24, 2000. <br /> <br />Council considered a Resolution authorizing the preparation and filing of an <br /> <br />application for a 2000 Competitive Planning Grant under the Virginia Community <br /> <br />Development Block Grant Program for $22,500 for a feasibility study to determine the <br /> <br />market for new single-residential homes on the old R. P. Thomas site. City Manager <br /> <br />Earl B. Reynolds, Jr., stated, "We applied last year and were denied. We would like to <br /> <br />try again." Vice Mayor Teague moved to adopt the following Resolution; the motion was <br /> <br />duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; <br /> <br />Yeas (5) - Crabtree, Dallas, Haskell, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, financial assistance is available to units of local <br />govemment under the Commonwealth of Virginia's Community <br />Development Block Grant (CDBG) Program for planning and- <br />preliminary design activities; and <br />WHEREAS, in order to receive such financial assistance, it is <br />necessary to file an application for a Planning Grant with the <br />Virginia Department of Housing and Community Development; and <br />WHEREAS, the City of Martinsville wishes to apply for $22,500 in <br />Planning Grant Funds to address housing and community <br />development needs through the preparation of a Comprehensive <br />Community Development Project, including housing production on <br />the former R.P. Thomas property and housing rehabilitation with <br />associated infrastructure improvements in the adjoining low- and <br />moderate-income neighborhood; and <br />WHEREAS, the former R.P. Thomas property was used for a <br />trucking terminal and warehousing center, a nonconforming use <br />that had a severe blighting influence on the surrounding Fayette <br />Street neighborhood and contributed to its deterioration; and <br />WHEREAS, since December 1, 1996 the City has expended <br />$258,901 for the acquisition and clearance of said .property, <br />including removal of blight and remediation of environmental <br />problems; and <br /> WHEREAS, the City has expended since July 1, 1998: <br /> · $40,400 in engineering fees for the preparation of a Preliminary <br /> Engineering Report and plan of development for a 26-1ot <br /> <br /> <br />
