M., in Council Chamber, where Michael Rogers, <br />Michael Eugene Rogers, will be sworn in as the new Chief of Police." <br /> <br /> Council Member Dallas moved to approve, as presented, the Minutes of the June <br />8, 1999, and June 22, 1999, meetings, and, as amended, the Minutes of the September <br />14, 1999, meeting; the motion was duly seconded and carried by the following vote, with <br />all present members voting: Vote 4 - 0; Yeas (4) - Crabtree, Dallas, Roop, Teague; <br />Nays (0) - None; Absent (1) - Haskell. <br /> <br /> Council conducted their Neighborhood Town Meeting. Louis Campbell, of 1001 <br />Mulberry Road, stated, "Regarding Halloween, the way its done needs to be changed. <br />We feel as we're hostages." Bennie Gray, of 914 Vine Street, said, "1 would like to <br />commend City Council for considering moving Halloween [from Sunday]. I feel that it's <br /> <br />the Christian and moral thing <br />Department of Transportation] <br /> <br />to do. Also, please try to move VDOT [Virginia <br />up Ion the Jones Creek project]." Mrs. Prillaman <br /> <br />presented a comprehensive report which documented concerns expressed by Northside <br />residents during the past year and previous year. City Manager Reynolds presented a copy of the <br />Citizen Survey 2000 and said, "This is a result of the Strategic Planning Committee. It <br />will be distributed to everyone on the utility list, approximately 8,000." Leon Towarnicki, <br />Director of Public Works, stated, "The change in the quarterly garbage pickup is working <br />fairly well. The streets look better."
