Council Member Dallas moved to approve, as presented, the Minutes of the June 8, 1999, and June 22, 1999, meetings, and, as amended, the Minutes of the September 14, 1999, meeting; the motion was duly seconded and carried by the following vote, with all present members voting: Vote 4 - 0; Yeas (4) - Crabtree, Dallas, Roop, Teague; Nays (0) - None; Absent (1) - Haskell. Council conducted their Neighborhood Town Meeting. Louis Campbell, of 1001 Mulberry Road, stated, "Regarding Halloween, the way its done needs to be changed. We feel as we're hostages." Bennie Gray, of 914 Vine Street, said, "1 would like to commend City Council for considering moving Halloween [from Sunday]. I feel that it's the Christian and moral thing Department of Transportation] to do. Also, please try to move VDOT [Virginia up Ion the Jones Creek project]." Mrs. Prillaman presented a comprehensive report which documented concerns expressed by Northside residents during the past year and previous year.
