We'll <br />look at it closer to the end of the year." <br /> <br /> Council allowed Van R. Lawrence, of Census 2000, the floor. Mr. Lawrence <br />stated, 'q'he federal government is developing partnerships with localities focused on <br />three areas: 1 - hard-to-enumerate populations, 2 - recruiting local people; and 3 - mail- <br />back response rate." Lafayette Jones, of 501 Second Street, asked, '~Nill local people <br />be hired for the census?" Mr. Lawrence replied, "Yes." Mr. Jones asked, '~/Vhat is the <br />pay status?" Mr. Lawrence replied, "It depends on the economic indicators of the area." <br />Mr. Jones asked, '~/Vill it be near minimum wage?" Mr. Lawrence replied, "No, it will be <br />above." Mr. Jones asked, '~/Vill you use the VEC [Virginia Employment Commission]?" <br />Mr. Lawrence replied, "Only for referrals." Vice Mayor Teague asked, '~/hat impact <br />does the census have on the City of Martinsville?" Mr. Lawrence replied, "Primarily, <br />allocation of funds related to such things as school class size and the free lunch <br />program. Participating in the census is the single most important thing a citizen can do, <br />other than voting." Mayor Crabtree stated, "Thank you for your presentation. I <br />encourage all citizens to participate." <br /> <br /> Council considered approval, on first reading, of Ordinance No. 99-9 amending <br /> Chapter 13 - Offenses-Miscellaneous, Article I -In General, Section 13-15 - Prohibited <br /> Trick or Treat Activities, Subsection (b) of the City Code. Council Member Roop stated, <br /> "1 think we're moving in the right direction by decreasing the number of hours that <br /> children are on the street. I'm concerned about the children's safety." Coundl Member <br /> Roop moved to adopt the Ordinance, on first reading; the motion was duly seconded <br /> and carried by the following vote, with all present members voting: Vote 4 - 0; Yeas (4) <br /> <br /> <br />
