July 27, 1999 <br /> <br />improvements to Liberty Street from York Street to the County line and Dillard Street to <br />Commonwealth Boulevard be mentioned. City Manager Earl B. Reynolds, Jr., stated <br /> <br />that these would be included in a cover letter accompanying the proposed Resolution. <br /> <br />Council Member Dallas moved to adopt the following Resolution; the motion was duly <br /> <br />seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas <br /> <br />(5) - Crabtree, Dallas, Haskell, Roop, Teague; Nays (0) - None; <br /> WHEREAS, a Public Hearing was conducted on May 4, 1999, in <br /> the City of Martinsville by representatives of the Commonwealth of <br /> Virginia, Department of Transportation after due and proper notice <br /> for the purpose of considering the proposed location and design of <br /> the Route 174/Liberty Street Improvements Project 0174-120-102, <br /> PE-101, RW-201, C-501, D-601, D-601 in the City of Martinsville, at <br /> which hearing drawings, photographs, and other pertinent <br /> information were made available for public inspection in <br /> accordance with State and Federal requirements; and <br /> WHEREAS, all persons and parties in attendance were afforded full <br /> opportunity to participate in said public hearing; and . <br /> WHEREAS, representatives from the City of Martinsville were <br /> present and participated in said hearing; and <br /> WHEREAS, the Council had previously requested the Virginia <br /> Department of Transportation to program this project; and <br /> WHEREAS, the Council considered all such matters; now, <br /> therefore, <br /> BE IT RESOLVED by the' Council of the City of Martinsville, <br /> Virginia, in regular session assembled July 27, 1999, that it does <br /> hereby approve the location and major design features of the <br /> proposed project as presented at the Public Hearing; and <br /> BE IT FURTHER RESOLVED that the Council does hereby <br /> request the Virginia Department of Transportation to acquire all <br /> rights-of-way necessary for this project, conveying this right-of-way <br /> to the City of Martinsville at the appropriate time and proceed to <br /> construction implementing criteria to address as many public <br /> comments as possible. <br /> <br /> Sherry Ramsey, Executive Director, Patrick Henry Development Council, <br />presented the 1998-1999 Annual Report and the 1999-2000 Marketing Report.
