July 27, 1999 <br /> <br />carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, <br /> <br />Dallas, Haskell, Roop, Teague; Nays (0) - None; <br /> <br />WHEREAS, the City of Martinsville constructed a municipal <br />complex including an eighteen-bed jail facility in 1968, which jail <br />facility was over capacity at the time it was occupied and has since <br />been double-bunked to allow for thirty-six; and <br />WHEREAS, the City of Martinsville constructed a detached addition <br />to the jail with a capacity of thirty beds in 1997; and <br />WHEREAS, the City of Martinsville also operates a jail farm with a <br />capacity of thirty-one beds; and <br />WHEREAS, it has become increasingly difficult and costly to <br />transport prisoners to other localities in the absence of local bed <br />space; and <br />WHEREAS, the present eighteen-bed facility poses a danger to <br />employees, the public, and inmates housed therein, and is in need <br />of replacement; and <br />WHEREAS, the City of Martinsville has been involved in a local jail <br />planning study since October 1995 and has committed over <br />$100,000 to this process; and <br />WHEREAS, it has been determined that a new 160-bed jail facility <br />should be constructed to replace the current jail and jail farm to <br />meet the projected needs of our community through 2010; and <br />WHEREAS, the City desires to secure State funding to assist with <br />the construction of this 160-bed jail facility in the City as allowed by <br />Title 53.1-82.2 of the Code of Virginia which provides twenty-five <br />percent reimbursement of the eligible capital costs; now, therefore, <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled July 27, 1999, that it does <br />hereby request approval for the project from the State Board of <br />Corrections and does further agree to meet other requirements <br />specified in Title 53.1 of the Code of Virginia which would entitle the <br />City to receive the State's twenty-five percent reimbursement for <br />capital costs of this project. <br /> <br />Council presented a plaque to Dewey P. Cashwell, Jr., for his service as Clerk of <br /> <br />Council. <br /> <br />Council considered adoption of a Resolution approving .Virginia Department of <br /> <br />Transportation's Liberty Street/Clearvi, ew Drive improvements plan as presented at <br /> <br />Location and Design Public Hearing on May 4.
