'TUESDAY, NOVEMBER 2:3, 1999 <br />BE IT FURTHER ORDAINED that the payment of tangible personal property taxes for the 1999 tax year <br />shall be due and payable on or before December 20, 1999; and <br /> <br />BE IT FURT!~R ORDAINED that this Ordinance shall apply only for the payment of tangible personal <br />property taxes for the tax year 1999 and that the due date for the pay-ment of tangible personal property taxes <br />for subsequent tax years shall be December 5 of each year; and <br /> <br />BE IT FURTHER ORDAINED that an emergency exists and that this Ordinance shall become effective on <br />and after November 23, 1999. <br /> <br />Next, Council considered two items on the Consent Agenda as follows: <br /> <br />A. Accept and appropriate a $25 donation from Franklin Foard to the Fire Department into Revenue <br /> 0110090'8-480410 for Expenditure 01321102-506010, Fire Prevention in the General Fund for FY 99-00. <br /> <br />B. Set a Public Hearing for December 14, 1999, on a request from CFW Intelos for a Special Use Permit to <br /> <br /> construct a telecommunicatior~s facility at 409 South College Street which is located at the comer of Aaron <br /> and South College Streets. <br /> <br /> Council moved upon motion duly seconded, with all members voting: Vote 4-0; Yeas (4)- Crabtree, Teague, <br /> Dallas, Poop; Nays (0)- None; Absent (1) - Haskell, both Consent Agenda items. <br /> <br />Next, Council considered authorizing the City Manager to send a letter to the Virginia Department of Health, Office <br />of Emergency Medical Services endorsing the Martinsville-Henry County Rescue Squad' s (MHCRS) recerti~cation <br />as an Emergency Ground Transport agency at the Advanced Life Support (ALS), Cardiac Technician/Paramedic <br />level. City Manager Reynolds asked Clarence Monday, Assistant Fire Chief; to explain the request to Council. Mr. <br />Monday introduced two squad members that were present in the audience. Mr. Monday explained that the request <br />was due to MHCRS losing its designation as such an agency in November 1998 due to the absence of advanced life <br />support personnel. Three members of the squad have obtained certification as Cardiac Technicians that will allow <br />the squad to continue serving the City at the advanced level. Monday said that the three members would not be <br />able to handle the large call volume that the squad receives; but the accomplishment would help. A special task <br />force has been appointed to assist the squad in identifying and correcting recent agency problems. <br /> <br /> <br />
