Mr. Knox stated that the Board of Zoning Appeals met on November 22, <br />1999, and no residents were present, therefore, there were no public comments, and the Board of Zoning Appeals <br />granted the requested variance. <br /> <br />Council moved upon motion duly seconded, with all members voting: Vote 4-0; Yeas (4)- Crabtree, Teague, <br />Dallas, Roop; Nays (0)- None; Absent (1) - Haskell, the Special Use Permit as mended by Council on <br /> <br />October 26, 1999. <br /> <br />Next, Council c~nsidered adoption, on an emergency basis, of Ordinance Number 99-10 establishing an extension <br />of the due date for personal property taxes from December 5, 1999 to December 20, 1999. City Manager Reynolds <br />explained to Council that this request is due to a delay in printing and mailing of tax notices as a result of computer <br />conversion. City Attomey David Worthy prepared the Ordinance. <br /> <br />Council moved upon motion duly seconded, with all members voting: Vote 4-0; Yeas (4)- Crabtree, Teague, <br />Dallas, Poop; Nays (0)- None; Absent (1) - Haskell, the Ordinance as follows: <br /> <br /> CITY OF MARTINSVILLE, VIRGINIA <br /> <br /> ORDINANCE NO. 99-10 <br /> <br />WHEREAS, Section 58.1-3916 of the Code of Virginia authorizes the governing body of a city to provide by <br />ordinance the due dates for the payment of local tangible personal property taxes; and <br /> <br />WHEREAS, Martinsville City Council previously has ordained that tangible personal property taxes shall be <br />paid by December 5 of each tax year; and <br /> <br />WHEREAS, as the result of delays in the changeover of the City' s computer system up-grade, tax bills for <br />tangible personal property taxes were not mailed in the City of Mar-tinsville until November 17 and 18, 1999, <br />and it is the consensus of City Council that at least thirty days should elapse between the mailing of the tax <br />bills and the due date for the payment of same; now, therefore, <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular ses-sion assembled on <br />November 23, 1999, that the due date for the payment of tangible per-sonal property taxes for the tax year <br />1999 be, and it hereby is, extended until December 20, 1999; and <br /> <br /> <br />
