Mr. Reynolds explained that the future construction of a new <br /> <br />jail at the rear of the Municipal Building would prompt a number of necessary changes on the site, and <br />that a new way to accomplish fhe drive through service, either on site or elsewhere, would have to be <br />worked out. Mr. Draper then voiced concern of a problem, that of low height of manhole covers <br />throughout the City, where manhole covers well below the pavement surface in the streets is causing <br />problems for vehicular traffic. Council Member Dallas then spoke to Mrs. Pinkard, to advise her of a new <br />benefit of the Youth Summer Camp Program, stating that buses would be going throughout the City to <br />pick up program participants. He further stated that the schedules for the service were available at this <br />time, and encouraged the addition of the car wash location in the Southside area as an additional pick up <br />point for this program. Mr. Dallas then thanked Mr. Tony Rinaldi, Manager of Leisure Services and <br />Facilities, and the City Council for making this program possible. Ms. Brenda Marms then spoke to <br />express her appreciation for the good job of patrolling Massey Street that the Police were doing. In <br />responding to the concerns expressed Council Member Roop stated to Mrs. Pinkard and Ms. Manns that <br />the Police Department had the ability to react quickly to citizens needs, and encouraged them to call when <br />there are problems or concerns. Council Member Haskell stated that she had been told that the Police <br />coverage in the Southside had been very strong, and that twenty-five calls had been responded to in a very <br />short time frame recently. Council Member Dallas then asked when the new Mobile Precinct unit of the <br />Police Department would be operational, and was told by Chief David Edwards that it should be <br />operational by December, 1999. Mrs. Pinkard then asked' if the Police patrolled the Southside on a <br />twenty-four hour basis, and was told that they did. She then stated that one of the problems she and her <br />neighbors were experiencing was people out at 4:00 or 5:00 a.m. making noise and bothering residents. <br />She also asked if consumption of alcohol in public was against the law, and was told that it was.
