TUESDAY, JUNE :22, 1999
Council next considered the need to conduct a Public Hearing on a request by the City of

Martinsville to abandon a portion of North Barton Street, which lies between West Church Street and
Fayette Street. Mr. Wayne Knox, Planning, Zoning and Housing Manager led the discussion, stating that
at the last Planning Commission meeting a Public Heating on this request had been held, and that the
Commission had voted unanimously in favor of closing the portion of Barton Street in question. Mr.
Knox stated that following closure the site could be improved by removal of the asphalt from the area and
regrading and seeding of the site so that it would blend with surrounding properties. Council Member
Dallas stated that he had talked with residents in the area of the proposed closure, and related that they
suggested abandonment of the portion in question now, but had suggested that the asphalt be left in place
until there is actually a project planned for the site. Mr. Dallas stated that this would save money and
preserve the street for possible future use. Mayor Crabtree noted that the abandonment action would not
include budget action for any demolition or other work which might come later, as no funds had been
budgeted for such work. The Mayor then opened the Public Hearing. There were no comments from the
public and the hearing was dosed. The requested abandonment was then approved by the following vote,
all members voting:

Vote: 5-0

Yeas: (5) Crabtree, Dallas, Haskell, Roop, Teague.

Nays: (0) None

Council next considered making two appointments to the Martinsville School Board.
