Thursday, October 12, 1999 D R A F T <br />The Martinsville Planning Commission met in regular session on Tuesday, October 12, <br />1999, at 1:00 p.m. in the Council Chambers of the Municipal Building. <br /> <br />MEMBERS PRESENT: Thomas R. McCann, Vice-Chm'rperson <br /> Timothy D. Martin, Secretary <br /> Ricky C. Hall <br /> James R. Mason, Jr. <br /> Robert A. Williams <br /> Jean P. Wilson <br /> <br />MEMBERS ABSENT: Ron Ferrill, Chairperson. <br /> <br />STAFF PRESENT: Wayne D. P. Knox, Housing, Planning, & Zoning Dir. <br /> Christopher L. Whitlow, Associate Planner <br /> Betty T. Roach, Recording Secretary <br /> <br /> Vice Chairperson McCann called the meeting to order at 1:00 p.m. and gave the invocation. <br />The six members present constituted a quorum. <br /> <br /> The minutes of the September 23, 1999, meeting were considered. The insurance coverage <br />in condition #7 should read $100,000.00. A motion was made by Member Hall and seconded by <br />Member Williams, to approve the minutes as corrected. The motion carded unanimously (6-0). <br /> <br /> Vice Chairperson McCarm then asked the Commission members for disclosure of any <br />personal interest in the remaining agenda items. Member Martin stated his family owns the <br />property involved in the special use request, and therefore, he would not be participating in the <br />discussion or voting on this issue. <br /> <br /> The next item was to conduct a duly advertised public hearing on a request from American <br />Tower Corporation for Triton PCS, Inc. for a special use permit to construct a <br />telecommtmications facility at 900 Rives Road. The first public hearing on this request was <br />held September 23, 1999. At that heating a question was raised as to whether a railroad <br />easement or right-of-way constitutes real property and demands notification as part of the special <br />use public hearing process.
