TUESDAY, APRIL 13, 1999 <br />second item for consideration for expenditure of a portion of the payment, that being a utility refund to all <br /> <br />utility customers in the City, to occur in September of 1999~ providing a check of approximately $27 per <br />customer. In recommending this refund Mr. Reynolds pointed out that the increased costs for purchase of <br />power that had resulted in the refund cheek from AEP had never been passed on to the utility customers, <br />stating that the proposed refund would be more like a dividend check than a refund. Third in his list of <br />suggestions, Mr. Reynolds proposed that the balance of the rate refund check from AEP be used to <br />support the costs of the road improvements being done at the Albert Harris School project. The cost of <br />this item was noted to be $382,000, some $32,000 more than the balance of the AEP check would <br />provide. Mr. Reynolds stated his belief that the difference in funds could be made up from interest <br />earnings on the funds while they were on deposit. Council Member Dallas stated that Council should <br />wait until Council Member Haskell's return before making a decision on the use of the funds. Mayor <br />Crabtree agreed, stating that some additional financial planning should be done. Council Member Roop <br />stated that he saw no problem with the plan as presented'by Mr. Reynolds, but felt that the use of the <br />funds should be considered within the context of the overall budget process now under way. <br /> <br /> Council next considered the need to meet in Executive Session. In accordance with Section 2.1- <br />344 (A) of the CODE OF VIRGINIA (1950, and as amended) and upon motion, duly seconded, and by <br />unanimous recorded vote, Council convened in Executive Session, for the purpose of discussing the <br />following matters: <br /> <br /> A. Appointment to Henry-Martinsville Social Services Board, as authorized by Subsection 1. <br /> (One unexpired term ending 5/31/99) <br /> <br /> B. Possible acquisition of real property for public use, as authorized by Subsection 3. <br /> <br /> C. A personnel matter under the jurisdiction of the City Council, as authorized by Sub section 1. <br /> <br /> D. Appointment to the Martinsville Community Criminal Justice Board, as authorized by <br /> Subsection 1. <br /> <br /> <br />
