TUESDAY, APRIl, 13, 1999 <br /> Under items not on the Agenda, the Mayor noted his receipt of a letter from the National League <br /> <br />of Cities, which encouraged local support of the League' s National Agenda. Mayor Crabtree asked that <br /> <br />· this be put on the next Council agenda for consideration. Council Member Roop stated that he had <br />received a letter from a resident of Morningside Lane concerning a complaint about a storage shed. Mr. <br />Wayne Knox, Planning, Housing and Zoning Manager, stated that there was a hearing scheduled before <br />the Zoning Appeals Board on the matter on Thursday, April 15, at I0:00 a.m. Council Member Dallas <br />expressed concern over a drainage problem at the lower end of Beaver Street, at the property of Ms. <br />Lillian Hairston, and Mr. Reynolds promised to look into the matter. Mayor Crabtree then passed around <br />a copy of a book he had which highlighted the cities in the Piedmont Triad area, stating his view that the <br />City of Martinsville ought to be included in such publications. <br /> <br /> Mr. Reynolds then announced that the City had just received a rate reimbursement check from <br />American Electric Power relative to a rate case which had been pending since 1992. He stated that the <br />check, a partial payment, was in the amount of $1,23 1,288, and was the first of two that would be <br />received, and that the second payment, expected in 60 to 90 days, would be in the amount of $408,820, <br />for a total payment of $1,640, 108. Mr. Reynolds then recognized Mr. Duane Dalhquist, General <br />Manager, Blue Ridge Power Agency, who then asked former Martinsville City Manager Tom Noland to <br />speak. Mr. Noland then related the history of the case that had resulted in the recent payment, and stated <br />that Martinsville had been instrumental in shaping the regional approach to electric power purchase and <br />negotiation of agreements for this, saying that Blue Ridge Power Agency had been an offshoot of the <br />former Municipal Power Association. Mr. Reynolds then suggested a plan to Council for the use of the <br />funds received. He first suggested that funds in the amount of $644,000 and $420,000 be used to pay off <br />the deficits in the Prison Fund and Street Maintenance Fund accounts, respectively, noting that these two <br />deficit items had been critiqued recently by firms which examined the City's finances and awarded bond <br />ratings. Mr. Reynolds then provided a brief history on each of these funds. He then recommended a <br /> <br /> <br />
