MARCH 23. 1999 <br />Council then extended its congratulations to Mr. Carlet for a <br /> <br /> Council next considered the need to conduct a joint public hearing with the Martinsville Planning <br />Commission on a request submitted by R. C. Realty Corporation to rezone the Patrick Henry Mall located <br />at 730 East Church Street, from C-1 Commercial to C-3 Commercial, and considered adoption of an <br />Ordinance to accomplish the requested rezoning. Mayor Crabtree recognized the members of the <br />Planning Commission that were present, and the Planning Commission then convened. Mayor Crabtree <br />then announced that the City Council Public Hearing was open, and Mr. Chris Whitlow, Associate <br />Planner, reviewed the rezoning request and the differences in uses allowed by C-1 versus C-3 zoning. <br />Mr. Whitlow also responded to questions concerning issues of traffic flow, examples of other C-3 zoned <br />property in the City, which included Liberty Fair Mall, and the fact that additional commercial uses would <br />be allowed in the requested zoning. Council Member Haskell stated her view that, although the basic <br />character of the Mall would not change, this rezoning could open up opportunities for it to be more <br />competitive commercially. <br /> <br /> Council Member Dallas stated that he would like to know if any adjacent property owners had any <br />problems with the rezoning, and was told that there had been no opposition expressed by property owners <br />at Church Street and Brookdale. The Planning Commission then opened its Public Hearing, and Mr. Jolm <br />Holmes, representing R. C. Realty Corporation, spoke in favor of the rezoning. He noted that there had <br />been a request from the firm of Hooker Printing to lease space in Patrick Henry Mall recently vacated by <br />the Pluma Corporation, and that this rezoning would allow for this business to locate in the mall. Mr. <br />George Gautsch, Attorney for Phil Burnette, owner of AmeristaffEmployment and Staffing Solutions, <br />located across Church Street from Patrick Henry Mall, stated that his client was opposed to the rezoning, <br />for fear that a future owner of the mall could change the use of the entire mall to a less desirable use that <br />would not be compatible with the current commercial district. He then asked that the requested rezoning <br /> <br /> <br />
