TUESDAY, MARCH 23, 1999 <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor <br /> <br />Mark A. Crabtree presiding, was held Tuesday, March 23, 1999, in the auditorium of Albert Harris <br />School, beginning at 7:00 P.M. This was the occasion of Council's quarterly Neighborhood Town <br />Meeting, and a Reception for members of the community was held at 6:00 P.M., prior to the regular <br />meeting. The following members of Council were present: Mark A. Crabtree, Mayor, M. Gene Teague, <br />Vice Mayor, and Council Members Bruce H.T. Dallas, Elizabeth H. Haskell and Terry L. Roop. <br /> <br /> Following Vice-Mayor Teague's delivery of the Invocation Mayor Crabtree extended a cordial <br />welcome to all in attendance. <br /> <br /> Council first considered approval of minutes of City Council's meeting of March 9, 1999. <br />Council Member Roop stated that he had not had adequate time to review the minutes, having just <br />received them, and Mayor Crabtree agreed to defer action on them until Council's next meeting. <br /> <br /> Council next considered recognition of City employees nominated for the quarterly Service <br />Excellence Award and announcement of the winner. City Manager Earl B. Reynolds, Jr. introduced <br />Brenda Prillaman, Customer Service Coordinator for the City, who provided information on the award <br />and announced the award recipients. Ms. Prillaman stated that this was the first of the quarterly <br />Employee Service Excellence Award, and that it was an award from peers, with no supervisors involved <br />in the selection process. She then announced the ten nominees for the award, all of whom were <br />recognized with a Certificate. These included Leonard Carter, Sandy Handy, Robert Harris, Jo Jo <br />Hundley, Betty Roach, Mike Scaffidi, Steve Sims, Otha (Junior) Taylor, Thomas (Bobby) White, and <br />Doug Wickham. Ms. Prillaman noted that all nominees set a true example of what a public servant <br />should be, and that being nominated by one's peers was a true honor. She then announced the award <br />winner of the quarter to be Leonard Carter of the Fire Department. Mr. Carter was presented with a <br /> <br /> <br />
