· TUESDAY,_ MARCH 28, 1989 <br /> <br /> extended deadline of January 1, 1990, set by the State Water Control Board, for <br /> an in-place/operating color removal system. In any event and at an appropriate <br /> time, contractSfor agreements with the aforesaid textile industries for <br /> recovery of capital costs of such a system will be forthcoming, fo~ which there <br /> may be financing through funds from the Water Control Board. During the <br /> discussion of the motion to authorize the City Manager to execute the contract/ <br /> agreement with Wiley & Wilson for said professional services, inquiry was made <br /> as to the method(s) by which professional engineering firms are selected'by the <br /> <br />· City, with City'Manager Brown noting that Wiley & Wilson has served as the <br /> City's consulting engineers for the wastewater treatment plant for a number of <br /> years, and the advantage of continuing services provided by Wiley & Wilson. <br /> Too, Councilman Cole brought to Council's attention a recurrence on March 25th <br /> of offensive odors emanating from the treatment plant, thus raising doubts in <br /> Mr. Cole's mind as to the adequacy of the present system; furthermore, Mr. Cole <br /> noted that, at that time, in the absence of both City Manager Brown and Water <br /> Resources Director John Dyches, responses by City personnel to citizen <br /> complaints were inadequate. <br /> <br />City Manager Brown informed Council that, as a result of legislation enacted by <br />the 1989 Virginia General Assembly and effective July 1, 1990, and unless the <br />City notifies the Virginia Supplemental Retirement System otherwise before that <br />date, the City's Police and Fire personnel (including Sheriff's deputies) will <br />be eligible for benefits equivalent to those afforded the members of the State <br />Police Officers Retirement System and, thus, may retire at age fifty with <br />twenty-five years of membership service without reduced benefits. Council <br />continued this matter for further study and consideration, pending receipt of <br />estimates of additional costs, if any, the City might incur. <br /> <br /> <br />
