" <br /> <br />Council postponed to its forthcoming April llth regular meeting consideration <br />of City Manager Brown's recommendation that the City invite bids (from local <br />banking institutions) for specified banking services for a three-year-contract <br />period. · <br /> <br />Upon motion, duly seconded and unanimously carried, Council appropriated the <br />sum of $5,000.00 to the City Sheriff's current budget for salaries of temporary <br />employees, as authorized and approved by the State Compensation Board, with <br />off-setting revenue adjusted to reflect reimbursement of this amount by the <br />Commonwealth of Virginia during the current year. <br /> <br />Council unanimously authorized City Manager Brown to execute (on behalf of the <br />City) a contract with Wiley & Wilson, Consulting Engineers, being Amendment No. <br />3 to agreement dated November 25, 1986, by which Wiley & Wilson will provide <br />consultation studies and system design necessary to reduce dye-colors from the <br />effluent at the City's Water Pollution Control Plant (wastewater treatment <br />plant) at a cost of $294,800.00, through the process and/or application of <br />ozonization. City Manager Brown informed Council that both Pannill Knitting <br />Company and Tultex Corporation, the principal sources of textile dyes entering <br />the treatment plant, have agreed to reimburse the City for engineering costs <br />under the agreement with Wiley & Wilson through monthly rate payments. Mean- <br />while, Mr. Brown further informed Council, whereas ozonization appears to be <br />the best solution to the dye-color problem, other methods of color removal are <br />yet being studied, although it appears unlikely that the City can meet the <br /> <br /> <br />
