TUESDAY, MARCH 28, i989 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, March 28, 1989, <br />in the Council ~hamber, City Hall, beginning at 7:30 P.M. All members of the <br />Council were present, viz., L. D. Oakes, Mayor; Clyde L. Williams,'Vice-Mayor; <br />William C. Cole, Jr.; Alfred T. Groden; and Allen McClain. <br /> <br />Following the invocation, Mayor Oakes extended a cordial welcome to visitors <br />present. <br /> <br />After correcting a mis-spelled word on page 483 and an incomplete title on page <br />482, Council unanimously approved--as recorded--the minutes of its regular <br />meeting held on March 14, 1989. <br /> <br />As spokesman for owners/operators of a number of local restaurants located in <br />the City, Mr. Taylor Rumley, owner/operator of Rumley's Restaurant at 1001 East <br />Church Street, appeared before Council and registered his group's opposition to <br />a tax on meals proposed by City Manager Brown, declaring same as being unfair <br />and not in the best interest of the City. Mr. Stuart N. Axelrod, owner/ <br />operator of Sammy's At, The-Plaza at 10 East Church, also appeared before <br />Council and reiterated his previously-expressed opposition (see Council minutes <br />of March 14, 1989) to such a tax as well as suggested ways and means to finance <br />a capital project, such as the City's wastewater treatment plant expansion and./ <br />or improvements. <br /> <br />Council referred to City Manager Brown a request filed by Mr. Thomas White, <br />operator of Tom's Diner at 133 East Main Street (formerly Skeet's Grill and <br /> <br /> <br />
