TUESDAY, MARCH 14, 1989

Police Chief Terry L. Roop and Police Sergeant David J. Edwards, in person and
in writing, ~nformed Council of the forthcoming Virginia Special Olympics Law
Enforcement Tor'Ch Run to be conducted in support of Special Olympics
International, the world's largest sports program for children and' adults with
mental retardation, founded in 1968 by Mrs. Eunice Kennedy Shriver, the sister
of the late John Kennedy (former President of the United States) and of the
late Robert Kennedy (former U. S. Attorney General). Messrs. Roop and Edwards
also informed Council of the Police Department's intention to participate in
this project for the first time and, in conjunction therewith, a plan to
solicit donations from area business firms and individuals as well as raise
support funds through the sales of T-shirts and caps. Because of problems
which could arise, as Councilman McClain cited, if Council should officially
endorse the participation by the City's Police Department, as requested by
Chief Roop and Sergeant Edwards, Council did not endorse or express support of
such participation because such action by Council might be interpreted as
classifying the participation as an official function of the City; instead,
Council unanimously expressed support of the Virginia Special Olympics Law
Enforcement Torch Run project.

In clearing house procedures now before the West Piedmont Planning District

Commission, Council took the following actions on the following two

applications for Federal funding assistance:

An application by MARKWorkshop, Inc., seeking $29,760.00 of
Federal funds (with $7,440.00 additional funds from local
private sources) to purchase two new 15-passenger vehicles
(one to be wheelchair-accessible), on which Council
recommended that the Planning District Commission "make a
favorable comment" thereon; and

An application by the Blue Ridge Airport Authority seeking
$92,300.00 in State funds and $23,080.00 in local funds to
replace the Authority's existing underground fuel tanks and
