(L 7 8 <br /> <br />TUESDAY, MARCH 14, 1989 <br /> <br />At the request of City Sheriff Maynard Ho Gilley, through his memorandum of <br />March 3, 1989, to City Manager Brown, there was scheduled a presentation by <br />Sheriff Gilley'~t this meeting concerning overcrowding at the City Jail and th:e <br />need (as stressed by Sheriff Gilley in his memorandum) to enlarge the City z <br />Jail; however, Sheriff Gilley became ill just before the scheduled presentation <br />and was unable to appear before Council. Meanwhile, City Manager Brown <br />referred to existing overcrowded conditions and, also, indicated that to add, <br />for example, ten cells to the present eighteen-cell facility might cost as much <br />as $50,000.00 per cell, with additional-but-unknown maintenance/operating costs <br />to be incurred. Mr. Brown referred, too, to the current joint study of <br />Martinsville-Henry County detention facilities which should provide the two <br />governing bodies with sufficient data on which to decide a course to meet <br />present and future detention-facilities needs, with a reporl from the <br />consultant conducting the joint study expected to be available within the next <br />month or six weeks. <br /> <br />Council unanimously nominated the following City officials for membership for <br />1989 on the following Policy Committees (on which they are currently serving) <br />of the Virginia Municipal League: <br /> <br />1. Councilman Alfred T. Groden -- Community & Economic <br /> Development; <br /> <br />2. Vice-Mayor Clyde L. Willjams -- Effective Government; <br /> <br />3. City Manager George W. Brown -- Environmental Quality; <br /> <br />4. Police Chief Terry L. Roop -- Public Safety; and <br /> <br />5. Public Works Director Leon E. Towarnicki -- Transportation. <br /> <br /> <br />
