In introducing his motion, Councilman McClain noted that the City <br />Manager has not included the cost of such a system in his budget proposed for <br />1989-90 and, moreover, in light of the financial situation facing Council for <br />1989-90, there is no likelihood of such an expense item being approved by <br />Council for 1989-90. <br /> <br />Police Chief Terry L.' Roop presented to Mrs. Rives S. Brown, Jr., widow of <br />former Council-member Rives S. Brown, Jr., a plaque designating and honoring <br />Mrs. Brown as the Police Department's outstanding citizen-of-the-year (1988) in <br />recognition of Mrs. Brown's many years of community service through various <br />organizations as well as her support of the Police Department over the years. <br />Mrs. Brown's children .(Mrs. Betty B. Cullinane, Mrs. Mary Rives Mei, Mrs. Pat <br />B. Walmsley, and Miss Helen C. Brown) and several of her grandchildren were <br />present for this presentation. <br /> <br />Council accepted, with regrets, the resignation of Mr. Joseph W. Pritchett, <br />because of failing health, as a member of the City's Planning Commission, <br />effective March 7, 1989. In accepting this resignation, presented in person <br />and in writing, the Council acknowledged with appreciation Mr. Pritchett's <br />service to the community as a member of this Commission during the period July <br />i, 1978, to March 7, 1989. <br /> <br />Pursuant to a request from the Martinsville City School Board, Council, in a <br />unanimous action, amended the School Board's current budget to reflect <br /> <br /> <br />
