TUESDAY, MARCH 14,~,1989 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, March 14, 1989 <br />in the Council Chamber, City Hall, beginning at 7:30 P.M. All members of <br />Council were present, viz., L. D. Oakes, Mayor; Clyde L. Williams,'Vice-Mayor; <br />William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation, followed by Mayor Oakes' cordial welcome to visitors <br />present (including a group of 8th grade civics students from the local public <br />school system), Council unanimously approved--as recorded--the minutes of its <br />regular meeting held February 28, 1989. <br /> <br />Mr. Stuart N. Axelrod, owner-manager of Sammy's At-The-Plaza Restaurant, <br />located at 10 East Church Street, appeared before Council and registered his <br />strong opposition to the proposed imposition of ~ local tax on restaurant <br />meals, as now recommended by City Manager Brown, along with other new taxes <br />and/or increases in real estate tax rate, water service charges, and sewer <br />service charges. Mr. Axelrod described the meals tax, if imposed in <br />Martinsville, as being unfair and regressive; furthermore, Mr. Axelrod added, <br />such a local tax would place local restaurants at a serious disadvantage in <br />competing with other restaurants in nearby areas on which such a tax is not <br />imposed. Instead of increasing taxes and/or adding new taxes, Mr. Axelrod <br />maintained that City Manager Brown should "run the City" more efficiently. <br /> <br />On motion by Councilman McClain, seconded by Councilman Groden, and unanimously <br />carried, Council struck from the agenda for this meeting a scheduled <br />demonstration by Automated Phone Systems, of Blacksburg, Virginia, of an <br />automated information system which, by means of pre-recorded messages, would <br /> <br /> <br />
