TUESDAY, FEBRUARY 28, 1989

adopt same "on first reading". Councilman McClain pointed out, however, that-~
in his opinion--said ordinance having already been considered and "defeated" on
December 13, 1988, Council must affirmatively vote on a motion (if introduced~
and seconded) in order to reconsider such an amending ordinance; whereas,
Councilman Groden raised the question as to why, in view of Council's December
13th action, the proposed ordinance was being brought again to Council for
consideration. After some further discussion and after Councilman Cole
indicated that the requested map, now ready for presentation, should be of
interest to all members of the Council, a motion was introduced by Mr. Cole,
seconded by Councilman Groden, that Council reconsider the proposed ordinance
to the extent of examining the aforesaid map. No vote was taken on this
motion, inasmuch as City Attorney Worthy ruled that the motion and the second
are sufficient to permit such reconsideration and, therefore, no vote was
required. Accordingly, City Manager Brown and Water Resources Director John
Dyches presented the requested map, which delineated the areas outside the City
now being served or permitted to be served water and/or sewer services by the
City, with Mr. Brown pointing out that efforts by the City and by the Henry
County Public Service Authority are designed toprovide water and sewer
services on a regional basis, where the need exists or might arise. Mr. Dyches
reported that the City now provides water service to 743 customers outside of
the City, with approximately 265 customers being in the Woodland Heights area,
with approximately 255 customers being in the Rivermont Heights area (and Route
220 South and some customers in the City's industrial Park), and with the
remaining 233 customers being scattered in various other areas adjoining the
City's corporate limits. Also pointed out was the fact that a major portion of
these customers began receiving water service from the City before the advent
