TUESDAY, FEBRUARY 28, 1989 <br /> <br />'WHEREAS, at a duly advertised public hearing held February 28, <br /> 1989, the Council of the City of Martinsville authorized the filing <br /> for an application for Community Development Grant funds for the <br /> said Project under the Virginia Community Development Block Grant <br /> Program, for the purpose of constructing street, water line, and <br /> lighting improvements as discussed in the application and presented <br /> at the public hearing; and <br /> <br />WHEREAS, an estimated total of public and private funds in the <br />amount of $13,000,000 will be expended on this project, it is <br />projected that 510 persons will benefit from the implementation of <br />the project's first phase, of which 413 will be <br />low-to-moderate-income persons; and <br /> <br />WHEREAS, the Council of the City of Martinsville, in regular <br />sessions assembled on February 14 and 28, 1989, conducted duly <br />advertised public hearings on said grant application; now, <br />therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled February 28, 1989, that said <br />Council authorized the filing of an application to the Virginia <br />Department of Housing and Community Development for a block grant <br />in the amount of $223,679 for use in providing an Industrial Access <br />Road, street lights, and water line to serve an intermediate <br />nursing care facility; and <br /> <br />BE IT FURTHER RESOLVED that George W. Brown, City Manager, is <br />hereby authorized to sign and submit the appropriate documents for <br />submittal of this Virginia Community Development Block Grant <br />application. <br /> <br />In connection with a proposed ordinance recommended by City Manager Brown for <br />adoption by Council, which ordinance, if adopted, would delete subsections (3) <br />and (4) from Section 23-44 of Article II of the Martinsville City Code, and as <br />rejected by Council (by a vote of three-to-two) at its meeting held December <br />13, 1988, and as subsequently recommended by Mr. Brown, on January 24, 1989, <br />for referral to-,and review by--the Planning Commission (see minutes of both <br />meetings, held December 13, 1988 and January 24, 1989), at which latter meeting <br />the City Manager indicated that he would soon present a map showing all outside <br />areas receiving (or eligible to receive) City water and/or sewer services, in <br />response to questions raised by Councilman Cole at the January 24th meeting, <br />Mr. Brown again asked that Council again consider said proposed ordinance and <br /> <br /> <br />
