(i 62 <br /> <br />TUESDAY, FEBRUARY 28, 1989 <br /> <br />assistance, though un-armed and off-duty, in a crisis situation involving a <br />Franklin County Sheriff's Deputy and an armed assailant on the night of <br />December 23, 1988, in the Sydnorsville section of Franklin County (Virginia), <br />as Sergeant Slaughter and his family were en route along U. S. Route 220 in <br />their personal automobile. <br /> <br />Pursuant to duly-published public notice, Council conducted the second of two <br />required public hearings (the first having been conducted by Council at its <br />regular meeting held February 14, 1989) on a proposed application the City <br />intends filing with the Virginia Department of Housing & Community Development <br />for a CDBG grant of $223,678.39 to finance the cost of an industrial access <br />road, street lights, and a water line to serve an intermediate care facility <br />being constructed by the Dorn-Will Corporation off the south side of U. S. <br />Route 58 East, near the City's east corporate limits. No objections being <br />registered by any person against the application or to the intended usage of <br />CDBG funds or to prior usage of like funds by the City for other qualifying <br />projects, Mayor Oakes declared this public hearing closed; whereupon motion, <br />duly seconded and unanimously carried, Council authorized the filing of said <br />application for said purposes through the following resolution unanimously <br />adopted by the Council: <br /> <br />WHEREAS, the City of Martinsville recognizes the community benefits <br />that will result from the construction of an intermediate care <br />nursing facility in the City as proposed by the Dorn-Will <br />Corporation; and <br /> <br />WHEREAS, the City wishes to assist and encourage the Dorn-Will <br />Corporation to construct such a facility through the filing of a <br />grant application to the Virginia Department of Housing and <br />Community Development for certain improvements to serve the said <br />facility; and <br /> <br /> <br />
