TUESDAY, FEBRUARY 14, 1989 <br /> <br />By report dated February 6, 1989, from Public Works Director Leon E. Towarnicki <br />to City Manager Brown, Council was apprised of the following options regarding <br />.the former school building, now owned by the City, at Fourth & D Streets, which <br />has been vacated by the W. C. Ham Learning Center, usage of which building has <br />been requested as a "replacement" site for the New River Regional Police <br />Training Academy, which must soon vacate its present quarters adjacent to the <br />Virginia Museum of Natural History: <br /> <br />(1) We can do nothing, assuming that the Training Academy or any <br /> other use could go into the building without requiring a <br /> building permit for renovations. This may last indefinitely; <br /> however, there are currently discussions on the State level <br /> concerning extending the same requirements regarding asbestos <br /> in schools to all public buildings. If this happens, the City <br /> will be required to deal with the asbestos problem. <br /> <br />(2) <br /> <br />We could proceed with plans and specifications to have the <br />asbestos removed. An estimate provided by Environmental <br />Protection Systems, Chantilly, Virginia, indicates a cost of <br />$80,000 to remove all the asbestos from the building. Through <br />a research of the City's Building Code, it appears that the <br />fire rating will not need to be restored, once the asbestos is <br />removed. <br /> <br />(3) We could simply board up the building and allow it to remain <br /> vacant indefinitely. <br /> <br />(4) We could attempt to sell the building and property. <br /> <br />(5) We could demolish the building and either sell or re-develop <br /> the property; however, the asbestos would have to be removed <br /> before demolition. <br /> <br />After some discussion of this matter, Council concurred with Councilman <br /> <br />McClain's suggestion that the building be set aside for usage by the Police <br />Training Academy, pending a decision on and/or resolution of the asbestos <br /> <br />problem, on which additional information will be provided by the City Manager. <br />Councilman McClain also indicated that, with budgetary problems being <br /> <br />anticipated for 1989-90, he can not now support the funding for asbestos <br /> <br />removal from this building in the upcoming 1989-90 budget. <br /> <br /> <br />
