TUESDAY, FEBRUARY 14, 1989

situated just off State Route 57, Chatham Heights, and inasmuch as no need for
such a shelter now exists, Council unanimously approved--for City Manager z
Brown's signature--a deed of release and abandonment by which the City releases
and quitclaims in favor of Lisa Broadcasting, Inc., successor to Martinsville
Broadcasting Company, Inc., all rights, title, and interest provided under said
instrument dated December 22, 1956.

City Manager Brown presented a report and his recommendations on a housing
policy and program (for the City) for Council's consideration. This report,
prefaced by a background section, consisted of seven general-but-related
subject matters, viz., (1) Housing Goals and Directions; (2) Double-Wide Mobile
Homes; (3) the 1981 Housing Study developed by Wiley & Wilson, Consulting
Engineers; (4) the recent Nelson County Housing Project, which was not promoted
by the Nelson County government; (5) Powers of the City's Redevelopment &
Housing Authority, the members (i.e., Commissioners) of which are the members
of City Council; (6) Grants for Down Payments; and (7) the suggestion that the
City become a member of the Martinsville-Henry County Home Builders
Association. Mr. Brown's conclusions and recommendations, as made a part of
his report, are herein made a part of these minutes in the form of an addendum
thereto. In his verbal review of his report and recommendations, Mr. Brown
emphasized, among other things, his prior recommendation that the City's
Subdivision Ordinance be amended to provide for the administering thereof by
the City Administration rather than, as now, by the Planning Commission.
Council continued this report and the recommendations to Council's forthcoming
February 28th regular meeting.
