And, as city <br />Manager Brown pointed out, in conjunction with his confirming that he is <br />including funds in his recommended 1989-90 City Budget to cover the cost of <br />installing traffic signals at the intersection of Market Street and <br />Commonwealth Boulevard, deemed the most critical of the three intersections, <br />the City's share of street/highway constructions funds allocated by the <br />Virginia Department of Transportation, in its Six-Year Construction Program, <br />have been assigned to the on-going Spruce Street Relocation Project, the <br />improvements project at the intersections of West Church Street, Fayette <br />Street, and Memorial Boulevard, the proposed extending of Commonwealth <br />Boulevard from Chatham Heights to Route 58 East, and the East Church Street <br />Bridge over the Carolina & Northwestern Railway. Accordingly, Mr. Brown <br />informed Council, unless one or more of the already-accepted projects is (or <br />are) cancelled or deferred, there can be no funding assistance under the <br />Six-Year Construction Program; thus, the entire cost of installing the <br />recommended traffic signals along Market Street must be borne by the City. <br />Meanwhile, Mr. Philip G. Gardner, Attorney at Law, present in the interest of <br />other matters on this meeting's agenda, citing legal complications and the high <br />incidence of motor vehicle accidents at one or more of these intersections and <br />the extremely dangerous conditions arising from the lack of traffic signals, <br />asked, "Can we afford not to install the recommended signals?" <br /> <br />Inasmuch as the City has never exercised its right and privilege (granted by <br />Martinsville Broadcasting Company, Inc., by instrument dated December 22, 1956) <br />to construct a civil defense observation shelter on the grantor's property <br /> <br /> <br />
