TUESDAY, FEBRUARY 14, 1989 <br /> <br /> 1. Sidewalk and new curb-and-gutter adjacent to the building <br /> now owned and occupied by Larry & Alley Furniture Company; <br /> <br /> 2. Improved lighting along this section, using overhead <br /> wiring and cobra-type lights; <br /> <br /> 3. Widening of this section from its present width of 27 feet <br /> to a width of 34 feet; and <br /> <br /> 4. Installing electric conduit for future installation of <br /> decorative street lights, such as are now installed in <br /> other areas of the Central Business District. <br /> <br />In addition, the Commission asked that consideration be given to designating <br />this section of Clay Street as a one-way street, north from East Main Street to <br />Green Street, with twenty-minute on-street parking to be provided on both sides <br />of the section. The Commission also informed Council that property owners in <br />the surrounding area are receptive to the recommended improvements; and, City <br />Manager Brown informed Council that additional parking and improved traffic <br />flow in this area are badly needed and that he supports the Commission's <br />recommendation. <br /> <br />By a communication dated January 26, 1989, the Martinsville Transportation <br />Safety Commission urged that Council make every effort to provide funding <br />necessary for the installations of traffic signals (estimated to cost $70,000 <br />per installation, if State standards are met) at the intersections of Market <br />Street and Bridge Street, Market Street and South Moss Street, and Market <br />Street and Commonwealth Boulevard. The Commission also reported that Public <br />Works Director Leon E. Towarnicki has included the cost of traffic signals for <br />the intersection of Market Street and Commonwealth Boulevard in his 1989-90 <br />budget requests and that both the Virginia Department of Transportation and the <br />City Administration now agree (whereas the Department of Transportation <br />initially, from its studies, did not foresee the need for these traffic signals <br /> <br /> <br />
