Route 58 East (being East <br />Church Street), near the City's east corporate limits. Representing Dorn-Will <br />Corporation was Mr. Philip G. Gardner, Attorney at Law and Counsel.' The record <br />notes that no citizen registered any objections to the proposed application or <br />to prior usage by the City of other Community Development Block Grant funds <br />received for various projects; however, Councilman Groden observed that, in his <br />opinion, in the e~ent the application (when authorized) is turned down, the <br />City should live up to its responsibility as set forth in the agreement with <br />the developer but should do no more than called for by the agreement. This <br />public hearing, being the first of two required public hearings, was then <br />declared closed and the second such hearing, with due notice thereof to be <br />published, was scheduled for Council's forthcoming February 28th regular <br />meeting. <br /> <br />At the suggestion of .City Manager Brown, Council authorized him to advertise <br />for bids certain residual parcels of land, being five in number, located along <br />Market Street, said parcels having been acquired (with other lands) for <br />construction of Market Street. When sold, 95% of the proceeds must be returned <br />to the Virginia Department of Transportation, pursuant to the terms of the <br />Market Street construction contract with the Department of Transportation. <br /> <br />Council acknowledged receipt of the Commercial Development Commission's <br />recommendation that funds in the amount of $19,500 be included in the City's <br />forthcoming 1989-90 budget to finance the cost of making the following <br />improvements along Clay Street, between East Main and Green Streets: <br /> <br /> <br />
