TUESDAY, FEBRUARY 14, 1989 <br /> <br />A regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, February 14, <br />1989, in the Council Chambers, City Hall, beginning at 7:30 P.M. With the <br />exception of Councilman William C. Cole, Jr., who was away from the City, all <br />members were present, as follows: L. D. Oakes, Mayor; Clyde L. Willjams, <br />Vice-Mayor; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation, followed by Mayor Oakes' cordial welcome to visitors <br />present, the Mayor commended the City's Police Department, as wellas other lawi <br />enforcement agencies, upon the results (reported February 13, 1989) of an <br />extensive six-month "undercover" investigation by a regional task force into <br />illegal drug-and-alcohol traffic from which indictments against 104 people have <br />been issued on charges ranging from distribution of cocaine to selling <br />unlicensed liquor. <br /> <br />Council unanimously approved the minutes of its special meeting held January <br />17, 1989, and the minutes of its regular meeting held January 24, 1989, after <br />directing the correcting of the January 24th minutes, page 444 (line 6), <br />wherein an additional yield of $27,469.59 was reported in real estate taxes, at! <br />the current rate of 76 cents, from the $36,144,200 increase in assessed valuesz <br />of real estate through the 1988 reassessment of taxable properties, whereas the! <br />yield should have read, "$274,695.92". <br /> <br />In accordance with duly-published public notice, Council conducted a public <br />hearing on a proposed application for a grant of up to $300,000 from the <br />Virginia Department of Housing & Community Development to finance the cost of <br />constructing an access road, a water line, and street-lighting facilities in <br /> <br /> <br />
