TUESDAY, FEBRUARY 14, 1989
\

Mrs. Pat S. Conrad, Director of the City's Social Services Department, by her
February 1st report to City Manager Brown, apprised Council of the status of
the City's Fuel Assistance Program, which is administered by her department,
beginning November 1st each year and continuing through the winter months.
the current program year, Mrs. Conrad reported 542 fuel cases and that there
has not been--nor is there presently--any delay in the processing of
applications filed with her department.

For

City Manager Brown verbally reported on the status of the proposed downtown
hotel project to be constructed by or for Elledge & Associates on property
purchased byElledge & Associates from the City's Redevelopment & Housing
Authority and situated adjacent to the west side of Bridge Street, between West
Church Street and West Main Street, on which site the City continues to operate
an off-street parking lot (as it did prior to the sale of the property),
pending the developer's request that the City vacate the premises in order that
hotel construction may begin. Mr. Brown informed Council that, from his
conversations with both the developer and the developer's architect, he has no
reason to believe that the developer will not begin construction in the near
future or that the developer will fail to abide by the terms of the
deed/purchase contract with the City. After some discussion, Council asked the
City Manager to write a letter of inquiry to the developer, including an
expression of Council's concerns over the delay in the beginning of project
construction.

Mayor Oakes inquired as to the status of Adkins Construction's proposed housing
project off East Spruce Street and, also, as to the status of the Harris-Teeter
