TUESDAY, JANUARY 24, 1989 <br /> <br />problems and are unable to maintain a normal and/or independent life-style. I~n <br /> <br />the ensuing discussion of this report and the extent of the "homeless" <br /> <br />situation in the area, several members of Council made the following <br /> <br />observations: <br /> <br />Councilman McClain <br /> With r~gard to the Fuel Assistance Program (in which Mr. <br /> McClain's natural gas company is involved, along with the <br /> City and other energy providers), any shortcomings in the <br /> system are not the result of inadequate funding but, rather, <br /> lie in the "delivery" system, i.e., bureaucratic procedures <br /> and requirements. <br /> <br />Councilman Cole <br /> Not'ing the lack of any recommendations in the report, Mr. <br /> Cole suggested that recommendations are necessary for Council <br /> to" g ip ith p obl <br /> · · · · · COme tO r s. o o o ," w r ems, <br /> <br />Vice-Mayor Williams <br /> THere's a need for more specific information. <br /> <br />In addition, City Manager Brown, referring to the City's study of the local <br /> <br />"homeless" situation, noted that the Mental Health Association's findings rest <br /> <br />upon opinions from the agencies contacted and not upon an actual "field" <br /> <br />survey. Mr. Brown further noted that adequate services and facilities are in <br /> <br />place to meet the basic needs of local homeless persons. <br /> <br />In connection with an ordinance recently proposed by City Hanager Brown, which, <br />if adopted, would delete subsections (3) and (4) from Section 23-44 of Article <br />II of the City Code, which now require restrictive deed covenants and provide <br />for surcharge payments where City water and/or sewer services are furnished <br />outside the City's corporate limits, the City Manager urged reconsideration by <br />Council of the recommended amending ordinance; however, in the event that <br />Council chooses not to reconsider the ordinance amendment, Mr. Brown requested <br />that Council refer this matter back to the Planning Commission for review as to <br /> <br /> <br />
