TUESDAY, JANUARY 24, 1989 <br /> <br />construct and maintain a steam distribution system within a portion of the <br />City's Industrial Park to serve Blue Ridge Fisheries, Inc., which proposesto <br />build and operate a fish-hatchery plant in the Park. <br /> <br />Mr. Jan C. Reed, Director of Court Services for the local Juvenile & Domestic <br />Relations Court (21st Judicial District), by letter and in person requested <br />that Council "restore" (and appropriate) the sum of $3,000.00 which, by mutual <br />agreement in Council's adoption of the current 1988-89 City Budget, was <br />subtracted from Mr. Reed's original request of $10,000.00 for 1988-89 detention <br />home expense, inasmuch as $6,947.00 of the appropriated $7,000.00 has already <br />been spent. Even so, Mr. Reed cautioned that $10,000.00 might not be <br />sufficient to meet 1988-89 detention home expense, a budgetary line item for <br />which cost estimates from year to year can be little more than guesses. Upon <br />motion, duly seconded and unanimously carried, Council granted Mr. Reed's <br />request and appropriated the sum of $3,000.00 (to the detention home expense <br />account) from General Fund surplus. <br /> <br />Council congratulated Mrs. Nancy N. Henderson, Chairman, and the Martinsville- <br />Henry County Clean Community Commission for qualifying and receiving an Award <br />of Excellence for 1988, presented under the Governor's Clean Virginia Awards <br />Program. <br /> <br />Ms. Mary Martha Woody, Executive Director of the Martinsville-Henry County <br />Mental Health Association, appeared before Council and presented a report of <br />the Association's Government Affairs Committee's findings from a recent survey <br />of community agencies as to the extent of homeless and potentially-homeless <br />persons in Martinsville and Henry County, many of whom might have mental health <br /> <br /> <br />
