TUESDAY, JANUARY 10, 1989

6. What are the alternate means of providing pre-hospital
emergency medical services?

7. What is the projected role of volunteerism in providing
emergency medical services over the next several years?

After some discussion of this matter and request, Council unanimously
authorized the preparation of a "RFP" (Request for Proposal) by which qualified
consultants may be invited to submit their proposals for such a study and their
estimated costs or pre-determined costs/fees.

Upon being informed that the thirty-year franchise granted Southwestern
Virginia Gas Company in 1959 will soon expire (in 1989), Council designated
Vice-Mayor Williams, Councilman Cole, and City Attorney Worthy as a special
committee to review the franchise as well as to consider a new franchise
agreement the present franchisee has indicated it will soon present for
consideration. As a matter of record and disclosure, Councilman McClain
pointed out that he is President of Southwestern Virginia Gas Company, and,
therefor, must (and will) abstain from any actions other members of Council
might take on this subject matter.

Council acknowledged receipt of a the 1988 (Annual) Report from the Southern
Area Agency on Aging, prepared and presented by Ms. Alice M. Canupp, Executive
Director.

Council took no action (othersthan to suggest that, in response to Councilman
McClain's invitation, City Manager Brown examine Southwestern Virginia Gas
Company's recently-developed delinquent accounts collection system for possible
application as to the City's delinquent accounts, and for report back to
Council) on the Manager's proposal, supported by Finance Director Richard D.
